タイの洪水(1)何が悪かったのか、誰が悪かったのか

何を書いていいか分からないけど、昨今のタイの洪水について、
ちょこちょこブログに書いていこうと思います。
たぶんあんまり大した情報はかけないけど。。

バンコクがとりあえず洪水から免れそうな(雰囲気になった)ので、
ほっとした人たちが、そもそもなんでこんな洪水が、という原因追及、責任論を言い出し始めている。
見つけたものをとりあえずクリップ。
(個人的には、どれもピンと来ない。。)



1) ダムの使い方がまずかったんじゃないか論

Every party kept water in large dams. The Irrigation Department and the Electricity Generating Authority of Thailand (Egat) were afraid they would run out of water in the dry season. They made the wrong guess.
農業と発電のために電気が欲しくて、乾期に備えて水を溜めていた。
雨量を読み間違えて、大雨で早いうちに満杯になってしまった。
そのため、途中からは降ってきた雨を下流にだだ流しにするしかなく、下流を守れなかった。
ダム運用のミスが招いた、人為的な災害だ。みたいなことが書いてある。




2) そもそも洪水危険地の開発が愚かだった論

These industrial estates are densely concentrated in Ayutthaya and Pathum Thani, even though the areas are low lying and susceptible to flooding. The Irrigation Department warned developers not to build industrial estates there because, in the event of floods, Ayutthaya in particular would become a basin to hold the water. Yet still the developers went ahead to invest in these industrial estates because of the proximity to Bangkok. Besides this attraction, there is also an ample labour force in the area. Most of the workers are farmers
アユタヤ県とパトゥムターニー圏に工業団地が集中しているが、その地域はそもそも低地で洪水に弱かった。王立灌漑庁はデベロッパーに工業団地建設を止めるよう警告していた。
でも、いろいろ魅力があって、結局デベロッパーが投資して工業団地ができてしまった。
みたいなことが書いてある。
(最後の方の、人間が自然を壊した報いなんだ、みたいな話のつながりがいまいち分かんない…)




3) 行政がうまく機能してない論

バンコク北部に避難警報を出したり避難しなくて大丈夫だと言ったりどっちだよ!みたいな混乱があったけど、あれはやっぱり首相の指導力のなさが原因じゃないか。

色んな人が色んなことを言ってて、何が何かわからない、みたいな感じ?(ちゃんと読んでない)
たぶん上の記事と同じようなことが書いてある。

国とバンコク首都圏庁(BMA)はケンカしてないよ、と首相。
逆に言えば、ぎくしゃくして見えるくらい連携が取れていなそう、ということ。

Instead of dealing with the root causes, they concentrate on building control structures such as flood embankments to protect habitation and agricultural land.

This is exactly what Ms Yingluck has been doing. Thailand still lacks a long-term crisis management plan.
